In order to achieve the goal of reduction targets, countries faced with a serious problem of selection and implementation of policy instruments, it will impact on the overall national economy and the environment, and Taiwan also have to face the same challenge. To this end, our research team will collect and analyze the development trend of developed countries’ incentive and management mechanisms of carbon reduction. Third, we explore the competition and cooperation among the carbon tax, energy tax, air pollution control fees. Besides, we plan and assess the feasibility of setting up a low-carbon sustainable development fund.
